In The Horus Heresy: Legions Official Site, every month, a Meta Report will appear for you to see which Warlords, with the highest win rate, are currently being played in the competitive scene, or Ranking Season, of the game.
This Report only takes in account the Warlords with 1% and above use rate in the Low Terra (2500-3800 rating) and High Terra (3800+ rating) Ranking, and always come out displaying the "last month" season numbers (in February you'll get the January ranks, in August the July ones, and so on).
The Meta Report is meant to work in tandem with the Game Balances, as from viewing how well a Warlord is doing (or how well it plays out with its Faction) in any given season, tell both Players and the developers if a Balance Patch is necessary (and how much immediate should be).
While not "fundamental" to know, for the day-to-day gameplay, it IS important to at least have in mind which Warlords are leading the Ranks (both for using them and playing against them). If you know, let's say for example, that "Fulgrim" had a very high win rate in the previous season (and a patch for Him/His Faction hasn't been place), then you should pay attention to how the opponent plays Him, what cards it's using, how it's using them, what win condition is being set, etc. That way, you'll be more prepare to face another Fulgrim (and avoid repeated defeats), or use it yourself (if you liked how it played).
If you are in Rankings below Terra, like Prospero or Calth, then you shouldn't concern yourself so much with this information. Even if the previously stated still stands, you'll rarely fight other Players that understand how to use those Warlords properly or have "high Ranking skills" (not impossible, just very rare). Instead, focus on building your Faction/cards Collection first, and after you make a "base" for yourself, and progressively climb the Ranks, then you should check the Meta to know how to better prepare for future fights.

It might be slightly confusing viewing the numbers and seeing that some Warlords have more "win rate" than others. This is because the "use rate" is almost as imperative as just "this Warlord wins more".
In a vacuum, the win rate could tell if it is a "better" Warlord in general, but a "1% use Warlord with 60% win rate" might, realistically, not win as much as a "4.8% use Warlord with a 55% win rate" (when all equations are applied). Only higher usage will more certainly tell how well anyone is doing.
They are order in a descending sorting for this very reason (the "best" ones on top, the "worst" at the bottom), but all of them are good in one way or another.
Have in mind, just because "your" used Warlord doesn't appear on any given list, doesn't necessarily mean that is "bad", is just that it wasn't used that much in high Rankings at that time (and that could be for many different reasons).
